How do I create a Config pkg on puma

Dear Helpdesk
We need a Met Office Config pkg on puma:
UM/branches/pkg/Config/vn8.2_PS32_UKV_Configuration
I've created a patch, which can be found at
/home/pclark/patches/vn8.2_PS32_UKV_Configuration_55134_patch
However, I've failed to produce an appropriate destination pkg to patch; using the fcm gui I get:

Commit message is as follows:
Copy of Met Office Config of same name
Created /UM/branches/pkg/Config/vn8.2_PS32_UKV_Configuration from /UM/trunk@9602.
but this seems to have hung and no such pkg exists.
Is this something you have to do (I presume I am not authorized to create pkgs?

Hi Pete,
You can create Config and Share branches. Can you please try doing it on the command line; it might be that it was waiting for input for some reason (e.g password).
If it does prompt for a password just hit return.
