can't run UKCA tutorial

Dear CMS,

I'm trying to run the vn8.4 UKCA tutorial (alongside the UKCA jobs). I've changed some of the prognostic initialisations and the start dumps because the directory it was set to no longer exists (it now matches xlavb). I've also added ATP_ENABLED = 1.

The job builds, reconfigures and seems to run fine, but then I check the .pa file created and it is empty (there should be 1 field, ozone mixing ratio). I'm not sure why this is, in the past when this issues occurred it mean I couldn't add any of my own STASH requests without the same thing happening.

I've followed the advice on ticket #1697 (turn off rebuilds) in jobbed: xnigc, the issue occurs in the exact same way as when rebuilds are on (xnigb)
