Soil Moisture benchmark data and model variable for ILAMB

You recently added an ESA CCI soil moisture benchmark data set (monthly averaging done by Alberto Martinez de la Torre at CEH) to the ILAMB suite u-ba594 on CEDA JASMIN. Can you improve the global model←→benchmark matching on ILAMB for the soil moisture benchmark? The model currently uses smc_avail_top because that was what was available from the global JULES model u-as052. It might be better to use smcl[0] or sthu[0], where the 0 corresponds to the top layer. Currently these are not available in the model output.

We have implemented the smcl[0] from JULES comparison to the ESA CCI benchmark. This seems to work better than did smc_avail_tot for the UK. But the jury is still out for other regions including the whole globe.

I have started to change the ILAMB code so that it ignores the years 1987-1991 in the ESA CCI soil moisture data. This data seems to have incomplete coverage over the globe, changing things like the global spatial average.
