Jobs not running - job limit reached

Dear Helpdesk,
I have 6 jobs running concurrently (u-bj396, u-bj397, u-bj456, u-bj458, u-bj461, u-bk110).
They failed because I reached my /nerc/n02/n02/glenchua/work limit on ARCHER. I have since cleared up space in my /work .
However, when I tried re-running my jobs, I encountered this error:
(login.archer.ac.uk) 2019-06-28T11:54:58+01 [STDERR] qsub: would exceed complex's per-user limit
[(('event-mail', 'submission retry'), 9) ret_code] 0
Is there anything I can do about it? From what I've read I can only run a maximum of 6 jobs at a time, and 12 requests in the queue, and I think I'm within that limit?
